to me this cartoon is showing that since Bush couldn't get a hold of the petroleum in Iraq he's going to aim for Saudi Arabia .. he is going to literally suck the life out of the country because if he decides to aim for the oil there then obviously many innocent people are going to pay for that, the same way that many Iraqis were killed in this war
